John was stunned. He had seen a drunken woman riding a scarlet beast. The angel notices his shock and says: "Why did you marvel? I will tell you the mystery of the woman and of the beast that carries her" (Rev. 17:7).

What follows is the master key to understanding the geopolitics of the end of the world. To decipher who will persecute God's people in the last days, we need to look at the past. The prophecy reveals a timeline of empires that Satan (the Dragon) has used in his attempts to destroy the truth.

Three times in Revelation (chapters 12, 13, and 17), we see a beast with seven heads and ten horns. This tells us we are dealing with the same enemy, wearing different masks throughout history.

The Time Tunnel (The Seven Heads)

The angel explains: "The seven heads... are also seven kings" (v. 9-10). He gives John a chronological clue: "Five have fallen, one is, and the other has not yet come."

Let's fill in that list with Bible history. Which empires oppressed God's people?

Egypt: Enslaved Israel. (Fallen)

Assyria: Destroyed the ten tribes of the north. (Fallen)

Babylon: Destroyed Jerusalem and the Temple. (Fallen)

Persia: Tried to exterminate the Jews (Haman). (Fallen)

Greece: Tried to Hellenize and destroy the Jewish faith. (Fallen)

Imperial Rome ("one is"): The power ruling in John's day. It was Rome that crucified Jesus and martyred the apostles.

Christian Rome ("the other has not yet come"): Medieval papal Rome. This power succeeded the Caesars, ruled for 1,260 years (receiving its deadly wound in 1798), and persecuted the "Woman" in the wilderness.

So the seven heads span the whole of history, from Egypt to the end of the Middle Ages. But the prophecy doesn't stop at seven.

The Eighth King: The Identity Revealed

The angel introduces the final actor: "The beast that was, and is not, is himself also the eighth, and is of the seven, and is going to perdition" (v. 11).

Who is this Eighth King? If the seventh king was Christian Rome (the union of Church and State in the Middle Ages), the Eighth King is the power that mirrors the seventh. The prophecy of Revelation 13 tells us that a "Beast from the Earth" would arise and make an "Image to the Beast." Historically, only one power fits this description: the Western superpower (apostate Christianity's political home).

Notice the striking parallels:

It helped, and later persecutes: In Revelation 12:16, "the earth" (the empire) helped the woman, swallowing up the river of persecution. This Western power was born as a refuge of religious liberty. But in Revelation 12:17, the dragon uses this very same land to persecute the remnant.

Hybrid nature: The Eighth King "is of the seven." This means it shares the same nature. What nature? The union of political power with religious power. This nation, born by separating Church and State, will in the end become an image of medieval papal Rome, uniting the two once again.

The Two Horns of the Eighth King

In Revelation 13, the Beast from the Earth (the Eighth King) has two horns. What do they represent in this power structure?

The Religious Horn (the False Prophet): Represents apostate Christianity — the Christian churches that have strayed from the Word and now seek the power of the State to "save the nation" (the empire).

The Civil Horn (military power): Represents the political and military strength of the empire — the armed hand that enforces the decrees.

So the Eighth King is the superpower of the West, acting as the "world's police" and the "secular arm" enforcing the religious agenda of Babylon (Christian Rome).

The Dragon's Strategy

The Dragon (Satan) is the general standing behind all of them.

He used the sixth king (Imperial Rome) in his attempt to kill Christ.

He used the seventh king (Christian Rome) to persecute the Church for 1,260 years.

He will use the eighth king (the Western power) to persecute the final Remnant.

Who is the target of this Eighth King? Revelation 12:17 defines the target: "those who keep the commandments of God and have the testimony of Jesus." Revelation 17:14 confirms the confrontation: "These will make war with the Lamb, and the Lamb will overcome them."

The Final Alliance (One Hour of Power)

The text says ten kings (the nations of the world) "have one mind, and they will give their power and authority to the beast" (v. 13).

In the final scenario, there will be a collapse so severe that the nations will surrender their sovereignty and hand global control over to this Western leadership (the Eighth King), which in turn will be walking hand in hand with the seventh king (the spiritual power of Rome). It will be a New World Order, where politics and religion merge to "save the planet" and "restore morality." But prophecy warns: it is a trap.

The Great Mistake

Many Christians today look to the West, and to "conservative" political movements, as the salvation of Christianity. Prophecy warns: be careful. The Eighth King looks like a lamb (it speaks of liberty, of God, of country), but it speaks like a dragon (it uses force, law, and boycott). Only those who diligently study the Scriptures will be able to see through the disguise. While most people see a "political-religious revival," the student of prophecy sees the formation of the Image of the Beast, ready for the final attack.

But the good news is the outcome: the Eighth King "is going to perdition." He is the last one. There is no ninth king. The next King to enter the scene is the King of Kings, Jesus Christ.
